Update 4/16 - I have an iPhone, which by default anonymizes the MAC address of the device per network. I disabled this for my home network via Settings -> Wifi -> 'my network' -> Private Wi-Fi Address -> Off, and I reconfigured pihole with the static address as a client in the admin portal.
