What is this special algorithm?

Gradient descent is an optimization algorithm for finding the (local) minimum of a function.

Why is that useful?

Say you have some function (f(x,y)). This function may represent a cost to you, and (x) and (y) are some inputs that vary the cost. Naturally, you are going to try to find the values of (x) and (y) that minimize the cost. This is a problem of finding the minimum of (f(x,y)). For example, we may want to find the minimum of this function, which is plotted below:

$$ \begin{align} f(x,y)=3(1 - x)2 e{- x^2 - (y + 1)2} - 10(\frac{x}{5} - x^3 - y^5) e{-x^2 - y^2} - \frac{1}{3} e^{-(x+1)^2 - y^2} \tag{0} \label{eq:cost_func} \end{align} $$
