Simply put, they have layered architectures, long-running infrastructure work, interdependent services, and human dynamics that rarely fit neatly into quarterly cycles. So, teams adopt OKRs with enthusiasm, only to find themselves overwhelmed, misaligned, or quietly abandoning the process by mid-quarter.
