Implementing Objectives and Key Results (OKRs) should ideally bring clarity and alignment to software teams operating in complex environments.

Yet in practice, many engineering organizations discover that OKRs are deceptively simple on paper but difficult to operationalize. The framework was built for fast-moving, outcome-driven teams; however, modern software systems are sociotechnical.

Simply put, they have layered architectures, long-running infrastructure work, interdependent services, and human dynamics that rarely fit neatly into quarterly cycles. So, teams adopt OKRs with enthusiasm, only to find themselves overwhelmed, misaligned, or quietly abandoning the process by mid-quarter.
