It is, both long and has a bunch of rough spots. It is not required reading, and as components come into relevance, I will make sure to discuss the history, either in the update, or in informational channels.
The last century has been a tumultuous one. Four world wars, the death of the vast majority of humanity, an alien invasion, and the discovery of multiple alien sites in the solar system. Most notably, two sites, one on Mars, and the other in orbit of Pluto, specifically inside Pluto’s moon, Charon. Twenty kilometers long, the structure is of unknown origin, and unfamiliar design. Not the Tiberium based technology of the Scrin, nor Kane’s own principles, but something new, something different. The unknown has brought humanity both vast misery and amazing fortune. All that remains to be seen, is what the mysterious object will bring to the people of this earth.
Civics These declare what GDI has been doing since the end of the previous quest on a societal level. GDI has pursued all of them, but some have had higher priorities than others. Six have seen deep enough investment to fundamentally reshape the Initiative, vote by approval to determine which. From this there is going to be a short delay as I adjust the backend, with a bunch of drops of data and information filling in the gaps. Then will come character and plan creation, and then we are ready to go.
Political
[ ] With Malice Towards None While GDI and the Brotherhood of Nod have fought multiple world wars, and overseen the near extinction of human life on Earth, the years after the completion of the TCN have offered the time and calm to bury hatchets and bind up old wounds. While not everyone is on board, the long rebuilding process has created a strong bond between the Initiative and the Brotherhood. Areas deep in the former Yellow Zones, consumed by tiberium and shattered by war, stand rebuilt as a testament of this peace, and if their glories are not as grand as they were before that merely shows the need to continue the effort.
[ ] Ties that Bind The Brotherhood remains as a group of independent states, but it is one that is substantially weaker and more disunited than the Initiative. While fully integrating and subjugating them is not a serious program, they are increasingly bound into network effects by trade, political dealings, and efforts towards a singular, species encompassing government.
[ ] A More Perfect Union While GDI’s government has fought for nearly a century, against the Brotherhood, Tiberium, and more, it has historically been an ad hoc structure, one that often failed to represent the needs and wants of many, and one that, as the pressures of conflict lessened, had begun to creak at best. More than one generation of reformers have passed through the halls of GDSS Philadelphia since the TCN was completed, reconstructing the Global Defense Initiative into a purpose built, able, and responsive government, passing down the torch and pen of renewal to the citizens of the future.
[ ] Four Freedoms There is nothing mysterious about the foundations of a healthy and strong democracy. Equality of opportunity for youth and for others. Jobs for those who can work. Security for those who need it. The ending of special privilege for the few. The preservation of civil liberties for all. The enjoyment of the fruits of scientific progress in a wide and constantly rising standard of living. While no government can boast for all of these facets, all the time, the Initiative makes a strong case for being able to do most of them, most of the time.
Military
[ ] On Wooden Walls No major fleet actions have occurred between the Initiative and the Brotherhood of Nod in space, but the construction of a navy capable of operating in the deep void has been a key political and military priority. The defenses of Earth may be strong, yet the fortresses must be guarded by the hulls of the fleet, defending the world from the edges of the system, and, in the near future, beyond.
[ ] Arsenal of Democracy Between Nod, the Visitors, and other potential threats, the Initiative has seen the need to retain the capacity to rapidly switch to a wartime economy. This plan is not by any means a secret, conceived in the shadows of consumer goods production, these factories can need minimal time to turn their production lines over to more militant options.
[ ] Autowarfare While GDI is short on manpower, it is long on machinepower, and those machines can fight and die just as well, if not better, than the organic soldiers. Even as the Initiative gets younger and the population expands without the generational wars reaping a bloody toll among the young and fruitful, it is still pursuing its program of military automation to guard that precious resource.
[ ] The Dividends of Peace Since the end of the Tiberium Wars GDI and Nod have both drawn down their forces substantially. But GDI has not shrunk its defense industrial base; vast stockpiles of old gear still exist, yet none of it is used beyond keeping them ready for a rapid mobilization. In the meantime, keeping that industry busy has ensured that barring such a mobilization effort, even the second and third line forces are equipped to the same standards as the first.
Social
[ ] For Together We are Strong The wars between GDI and Nod have created wonders and terrors, ravaged landscapes and caused millions of deaths. But one of the more lasting consequences has been the rise of new species crafted by human hands and happenstance. Artificial intelligences, gana, mutants, and cyborgs each have their own needs that require attending. It has taken time, and blood, sweat and toil, but mankind in these decades has become an ever broader umbrella.
[ ] Freedom of Existence There is a spectrum of augmentations available to nearly everyone. While few go in for extensive augmentics, there are measures in place to ensure both that people can change themselves to fit their self image, and that people are not forced to change to fit the systems they exist within.
[ ] Return to the Garden The silent, vitrified wastes are not a dead end, but a sacred promise. While slow work, the rock and stone of the world is being carved away, turned, step by painstaking step from barren waste into verdant wonders. The new settlements are vows made in seed and soil, dedicated to the slow, personal work of breathing life back into the stone. For them, true progress is measured not in orbital spires, but in the first worm turning the new earth and the first root finding purchase in the reclaimed ground. Humanity’s future is not just among the stars, but in the patient nurturing of its first and most wounded home.
[ ] A Home Among the Stars While GDI has been working on space colonization seriously since the mid 21st century, there is a difference between a species that has its roots firmly set on its homeworld and one that has seriously stepped into the stars. Between settlement of the orbitals, moons, and distant worlds of the solar system, the Initiative has quietly but firmly taken its first steps beyond the cradle. With an outright majority of the population no longer living on the homeworld, GDI has made that leap.
Economic [ ] On the Shoulders of Giants The Mars Archive holds great promise, and the Initiative has begun substantial exploration and exploitation of the technological windfall. While the limited supply of enabling materials makes it difficult to properly exploit the Archive, these technologies offer substantial advantages to those who use them.
[ ] A Thriving Economy Private business, whether corporate or cooperative, has grown to become a major economic driver of the Initiative and Brotherhood. Pushing at the boundaries of the possible, they produce goods and provide services that the fabricators and state bodies do not.
[ ] Venus Proxima Venus is the other major body in the solar system contaminated by Tiberium. While a full TCN is theoretically possible, it is impractical due to the limitations of human engineering and the extreme conditions. As such, the Tiberium mass on Venus is being actively managed, and substantially exploited. Multiple major shipyards in orbit are being supplied by the vast mineral bounty of Venus, and STUs flow from the refineries to the corners of GDI space.
[ ] Joint Research Institutions Working with the Lands of Nod has been beneficial to both sides, with crosspollination of specialists, technological exchange, and economic standardization on common norms, these organizations devise new and better products for the public to enjoy and improve the economy in the process.
