Desperate to service the Chinese market, Nvidia lobbied the US and Chinese governments hard. The White House, always open to persuasion backed by contributions, said yes pretty quickly despite concerns from security and tech officials that this is not in the US’ best interests.

China was hesitant because it wants to grow its own AI and absolutely does not want to be dependent on the US for anything, but in the interest of short term advantage which could lead to longer term dominance, finally agreed. JL
