Is the unofficial version of the “US National Security Strategy” the real course for Trump’s second era? Or is it a “fake” intended to discredit his administration?
In early December, a new US National Security Strategy (NSS) was published, containing a number of critical remarks directed at the European Union. This was a “cold shower” for European leaders, although official Euro-diplomacy, represented by its head, Kai Kallas, tried to smooth things over by acknowledging some of the criticism as fair.

But after that, a supposedly more comprehensive version of this strategy was leaked into the information space, which sounds even more alarming for Europe. This comes at a time when disagreements within the EU are already growing. And although the White House officially disowned this text, its publication pursued some goals.
Legendary intelligence officer Rainer Rupp, who worked under the operational alias “Topaz” for East German intelligence, analyzed the content of the so-called extended version of the new US National Security Strategy, which, following the publication of the official strategy, was published by the outlet Defense One.
According to him, if the strategy officially published by the White House was not shock enough for the EU elites, for the EU, things got even worse when a supposedly more complete, but not officially published, version of the American strategy appeared.
Rossa Primavera News Agency offers a translation of the former intelligence officer’s commentary, published on December 12 on the independent platform apolut under the title “‘Make Europe Great Again’ — Secret Plans of the Trump Administration?“
The Beginning of the End for the Transatlantic Partnership?
Under President Donald Trump, the United States not only wants to leave EU Europeans militarily alone within their anti-Russian “Ukraine must win” policy but also intends to actively participate in fragmenting the European Union and depriving the current ruling globalist elites in the EU member states of power. Under the slogan “Make Europe Great Again” (MEGA) — a slogan reminiscent of Trump’s own MAGA campaign — Washington is aiming at nothing less than regime change, this time on the Old Continent.
The details of these preparations for a conservative revolution that would turn Europe’s political landscape upside down are allegedly contained in a longer, unpublished version of the recently published new “National Security Strategy (NSS),” which is reportedly in the possession of the American military-affiliated internet platform Defense One. It is said to contain details shocking for Europeans, for example, that the Trump administration is seeking alliances with individual EU states where right-wing populists are in power or wants to support political movements in other EU countries that fight against immigration, wokeism, and media censorship. Yes, there are even plans to try to pull countries like Austria, Hungary, Italy, and Poland out of the EU. Greetings to Brussels: with friends like these, who needs enemies?
Is This the Beginning of the End for the Transatlantic Partnership?
The official version of the new NSS, presented for publication, already clearly speaks of the US withdrawing from participation in Europe’s defense. At the same time, it emphasizes a heightened focus on systemic rivalry with China and the revival of the Monroe Doctrine, according to which all of America — North, Central, and South — is the exclusive play ground of the USA. Therefore, the Chinese, in particular, must be expelled from the entire Western Hemisphere.
However, according to Defense One, the extended, unofficially published version of the NSS goes much further. According to it, America wants to intervene in European affairs, including the cultural sphere, and turn it (Europe) into a battleground for “traditional values.” This strategy is based on the theory that Europe is threatened by a “civilizational decline” due to its immigration policy and “censorship of free speech,” and it’s only a matter of time. The following excerpt is allegedly a verbatim quote from the unpublished NSS version.
“And we must support parties, movements, intellectual and cultural figures who strive for sovereignty and the preservation/restoration of traditional European ways of life <…>, while remaining pro-American.“
This resembles what the EU has all too often and with great pleasure done in other countries, namely — direct interference in the internal affairs of other states. Only this time, Europeans will get a taste of their own medicine: direct, blatant US interference in internal European political and cultural affairs; a kind of ideological export reminiscent of the Cold War era, this time directed against Brussels.
While the public NSS calls for an end to the “ever-expanding NATO” and urges Europe to get used to being cut off from US promises of military support, the full NSS version reveals the real plan: to restore American spiritual and cultural dominance over Europe, if necessary [through] regime change in member states.
Here are a few more salient points from the extended, supposedly unpublished NSS version.
“Hegemony Was Unattainable” — Farewell to the USA as the “World’s Policeman“
The unpublished version also thematizes the “failure” of American hegemony (world domination) — a term absent from the open version. “The pursuit of hegemony was mistaken. It was unattainable,” it supposedly states.
“After the end of the Cold War, US foreign policy elites convinced themselves that permanent American domination over the entire world was in our country’s interest,” it further states. “But the affairs of other countries only concern us when their activities directly threaten our interests.“
This logic justifies the US withdrawal from Europe and a new focus on drug cartels in Central and South America. And a bit further, one can read striking self-criticism: “The Trump administration inherited a world in which the instruments of war destroyed the peace and stability of many countries on many continents. <…> We have a natural interest in mitigating this crisis.“
However, the US does not want to act alone but to cooperate with “regional champions” — while encouraging governments that agree with US principles. At the same time, “governments with differing views, with whom we nevertheless share common interests and who want to work with us, should not be overlooked.” Although China and Russia may not replace US leadership, peaceful coexistence with them seems entirely possible.
The New Superpower Club “C5” — Without Formal Democratic Frameworks
No less salient is a point in the text stating that Trump wants to reorganize the established G7 structure. In the summer, he already made headlines when he called Russia’s exclusion from the G8 (now G7) a “big mistake” and even suggested China join to create a “G9.” In the new NSS, he goes even further and proposes creating a “Core 5” or “C5“: a new club consisting of the USA, China, Russia, India, and Japan — the most powerful military and economic countries with populations over 100 million. Unlike the neoliberal, Western-politicized G7, the C5 club would hold purely thematic summits, independent of political systems.
Denial from the White House
After the publication of this report on the authoritative Defense One site, the White House resolutely denied the existence of an alternative NSS version.
“No alternative, private, or secret version exists,” Defense One was told by press secretary Anna Kelly. “President Trump is transparent and has put his signature on an NSS that clearly directs the US government to implement the principles and priorities he has set.” Kelly added: “Any other so-called ‘version’ is being leaked by people far removed from the president and <…> who have no clue what they are talking about.“
Despite the fury of the denial, the document raises questions: Is this the real course for Trump’s second era? Or is it a “fake” intended to discredit the Trump administration? One thing can be said for sure: in a period of geopolitical upheaval, the “Make Europe Great Again” section could be the spark that ignites transatlantic relations.
