There’s plenty of those out there and you’re going to make one. And by make one I mean buy an existing city from an ailing state government and redevelop it to your whims!
This quest is going to start in the early 1990s before the collapse happens. It’ll run in 2 phases. The first will be city creation, where you’ll select a city, get some corporate partners, and design it. Then we’ll do a time skip several decades later where you’ll be the poor bastard in charge of the city and having to deal with the wear and tear that happens over a couple corporate wars and ecological collapse.

There’s plenty of those out there and you’re going to make one. And by make one I mean buy an existing city from an ailing state government and redevelop it to your whims!
This quest is going to start in the early 1990s before the collapse happens. It’ll run in 2 phases. The first will be city creation, where you’ll select a city, get some corporate partners, and design it. Then we’ll do a time skip several decades later where you’ll be the poor bastard in charge of the city and having to deal with the wear and tear that happens over a couple corporate wars and ecological collapse.
For the city creation aspect, you’ll choose the city in question as well as create a founder. Afterwards you’ll be choosing city development projects and corporate sponsors. These corporate sponsors will provide most of the capital required for your urban redevelopment schemes. However, they’re not doing it out of the kindness of their hearts and will expect certain allowances in return.
Let’s start with the city in question. This will determine obviously where your city starts and what area you’re redeveloping. This impacts the corporate partners later available to you, as some interested in the hub that is Detroit are less interested in being in the middle of nowhere, and others vice versa. Your options for city development will also be impacted by the city in question.
[] Detroit: The city Michigan is known for, a degenerated industrial hub whose crime problems are legendary. It also represents a grand vision to redevelop a once great city into a new powerhouse. While the state government is reluctant to essentially sell their number one city, filled with problems as it is, generous amounts of money and blackmail can solve those issues. While only the city proper (and Hamtramck) is being purchased, it’s still a vast amount of land and people for a (relative) pittance. While the vast suburbs will remain outside of direct control, they’ll still provide an ample population base for the city. Extensive amounts of capital will be required to finance the purchase, but many corporations would be interested in getting to redevelop Detroit to their interests. [] Traverse City: Located on the shores of Lake Michigan, Traverse City is a very small city relying on tourism and fruit agriculture, specifically cherries. While the small population and isolation from a lot of major logistics routes does make development less promising, it does create other opportunities. It makes for a cheaper purchase from the state government, only requiring some capital and suites set aside for various government officials.Besides, plenty of corporate executives would love exclusive access to newly developing vineyards and scenic views. [] Marquette: Located on the Upper Peninsula of Michigan, on the shores of Lake Superior, Marquette is extremely isolated. While there’s a major port for the transportation of various ores, highway access is limited. Population is also extremely limited, but that’s true of anywhere in the Upper Peninsula. However that means land and rights can be obtained dirt cheap from the state government. Some corporations have expressed interest in the possible exploitation of currently depleted ores. Others well... value their privacy and what it means for development. [] Write-in: These are the cities I’ve gotten myself to write but you could decide somewhere else in Michigan. Run the city by me and write a short blurb and I’ll allow it. Other cities such as Grand Rapids, Kalamazoo, and Flint are the first to come to mind. The only one I’m vetoing right now is Lansing, as it’s the state capital.
And of course you’ll need a visionary founder to establish the city! How long they’ll make it? Don’t worry about that, surely they won’t be assassinated at an inopportune time, nobody would do that.

[] Agriculture: You were a founder of a large agricultural corporation, but seeing the possibility of agricultural troubles on the horizon you’ve stripped off it’s actual agricultural assets and sold those to ConAg for vast amounts of capital. While you’re no expert in urban infrastructure, you’re well aware of the potentials of the agricultural market and ways to ensure it’s functioning. (Provides a bonus to any projects related to agriculture and any deals with agricultural corporations) [] Manufacturing: A part of the automotive industrial complex, you sold out your assets to Ford and GMI as they consolidated and vertically integrated the industry underneath them. You still have a small workforce skilled in construction underneath you though, and experience in what’s required in a city to allow manufacturing firms flourish. (Bonus to manufacturing related projects and any deals with manufacturing corporations) [] Security: You were more of a specialist in the less... productive side of business. Rather, you operated a private military corporation which got sold to a larger company. You still retain a small group of specialists though, they’re useful to have around. Many corporations nowadays value discretion and security, and you’re an expert in pleasing the client. (Bonus to any... less than legal projects and deals requiring security or isolation) [] Write-in: You’re a founder of some other kind of corporation. Give it a short blurb, and run it by me and I’ll likely allow it.
