Twin earthquakes struck Venezuela's northern coast 39 seconds apart Wednesday, killing at least 188 and leaving La Guaira in ruins. Acting President Delcy Rodríguez declared a state of emergency as US, Colombian and UN rescue teams raced toward Venezuela's worst disaster in over a century.
