Takes more than an hour to deploy code to test? (opens in new tab)

basically I can have a defect fix out through peer review in an hour, then I ask devops to deploy to test. I'm waiting more than an hour. Is my project doomed or what? The testers could probably have most of their test cases completed in the time it takes to deploy.
