BiDi broke in Windows 11 (opens in new tab)

After years of no-problem Arabic in both Windows 10 and 11, Arabic text is now being displayed left-to-right in command prompt, Windows PowerShell and PowerShell 7.6.2 (I've removed Windows Terminal to simplify things).In PowerShell ISE, in Konsole (windows .exe build) and all apps (Notepad, Office, Notepad ++, etc.) Arabic is displayed correctly right-to-left.
