As the next Phonorecords proceeding approaches, one issue deserves attention: should the physical and download mechanical royalty rate reset to 12¢, or should the 2027 adjusted rate become the new baseline? Resetting the clock would effectively erase previously awarded increases and undermine the purpose of the CPI adjustment mechanism.
