Federal cabotage rules protect U.S. airlines from foreign competition, but in Guam, the Northern Mariana Islands, and American Samoa they mean limited service and high fares. Senator Mike Lee is backing a Pacific-territory carve-out so nearby foreign carriers can add flights where U.S. airlines largely do not.
