Rostov officials refused to relocate residents of the condemned building No. 21 on Kazakhskaya Street in court, citing the fact that there were buildings on the waiting list that had been declared unsafe much earlier. Residents of the building were outraged, claiming that officials had previously insisted that the residents vacate immediately.
