Writing on the eve of the outbreak of the Second World War in Europe, British diplomat and academic E.H. Carr described three forms of power wielded in the international system: military power, economic power, and power over opinion. “Power over opinion,” he argued, “is not less essential for political purposes than military and economic power, and has always been closely associated with them.”3 His conception of power was for an analog world where mass media was the dominant means for disseminating information.
