What the Bill Proposes
Under Senate Bill 1077 (2025-2026 session), the state’s vehicle statute (Title 75) would be updated in several key areas:
- Definitions: The bill expands and clarifies definitions in the General Provisions section of Title 75, including new language that captures vehicles capable of operation both on the ground and in the air.
- Registration of Vehicles: It would authorize the issuance of specialized registration plates for “roadable aircraft” — vehicles licensed to operate on the road as well as transition to flight.
- Special Vehicles and Pedestrians: Title 75 would be amended to include a new category for these hybrid aircraft/ground vehicles, defining their permissible operation and regulatory oversight.
- Inspection of Vehicles: The bill would revise periodic inspection requirements and introduce provisions for “specific vehicle inspection” tailored to new vehicle types like roadable aircraft.
- Snowmobiles and ATVs: The measure also proposes modifications to definitions related to snowmobiles and all-terrain vehicles, ensuring consistency with the broader modernization efforts.

On November 5, 2025, the bill was referred to the Senate Transportation Committee. No votes or committee hearings have been posted yet.
