US President Donald Trump stated that Ukrainian President Volodymyr Zelenskyy has still not reviewed the US peace plan, according to a White House broadcast.
During a press briefing, Trump was asked what his next step would be in negotiations with Ukraine and Russia following last week’s consultations. He responded:
“So, we’ve been speaking to President Putin, and we’ve been speaking to Ukrainian leaders, including Zelenskyy... President Zelenskyy. And I have to say that I’m a little bit disappointed that President Zelenskyy hasn’t yet read the proposal. That was as of a few hours ago,” the US president said.

He also added that Russia would like to have all of Ukraine but is still agreeable to a peace deal, and that Ukraine’s presidential team supports the document. However, he said he does not know whether Zelenskyy himself agrees.
“His people love it, but he has Russia’s fine with it. Russia, you know, Russia, I guess, would rather have the whole country, what do you think of it. But Russia is, I believe, fine with it, but not sure that Zelenskyy is fine with it. His people love it, but he hasn’t read it,” Trump said.
The White House leader also reiterated that he had expected resolving the war in Ukraine to be somewhat easier, but it had turned out otherwise, adding that it was a very tough and very harsh war.
US peace plan
In November, the US presented a new peace plan to end the war in Ukraine, consisting of 28 points.
The original version of the document was openly favorable to Russia. Because of this, the Ukrainian and US delegations held consultations for about two weeks to revise the plan and make it more advantageous for Kyiv.
At the same time, discussions with Russia were also underway. On December 2, Trump’s special representative Steven Witkoff and US President Jared Kushner arrived in Moscow to discuss the revised plan with Kremlin leader Vladimir Putin.
A few days after these talks,the Russian leader stated that he had rejected some proposals and noted that the document now contains 27 points, which the US divided into four packages.
According to The New York Times, one of the packages concerns limiting the size of the Ukrainian army and the range of its missiles, while the other three cover territorial concessions, post-war economic cooperation between the US and Russia, and broader European security issues.
Additionally, on Saturday, December 6, Zelenskyy held a phone conversation with Witkoff and Kushner. According to Axios sources, the discussion focused on territorial issues and security guarantees, with practical agreement reached on the second point.
In his evening address on December 7, Zelenskyy stated that he is awaiting NSDC Secretary Rustem Umerov and Chief of the General Staff Andrii Hnatov in Europe, specifically for their report on the negotiations and on what was communicated to the Americans during the Kremlin meeting.
