According to the Bureau, the officer assembled the personnel for the ceremony despite a ban from the Ukrainian Armed Forces General Staff. During the event, Russian forces launched a combined strike on the crowd with two ballistic missiles, likely Iskander type, and three Geran strike drones.
The Office of the Prosecutor General clarified that 12 servicemembers and seven civilians died in the attack. Another 36 soldiers were wounded.
The prosecutor’s office said the officer organized the presentation of awards to more than 100 soldiers, including in an area with civilian population. After the air raid alert was announced, he did not ensure the immediate termination of the event and dispersal of the troops.
“The investigation established that the commander’s decision to hold a mass gathering under high missile threat conditions contradicted current requirements and orders from military leadership,” the State Bureau of Investigation said.
The officer was charged under Part 4 of Article 425 of the Criminal Code of Ukraine (negligence in military service), facing up to eight years in prison. The prosecutor’s office petitioned the court for pre-trial detention without bail.
On the evening of Nov. 1, Russian forces struckv the Samar district in Dnipropetrovsk Oblast. Regional governor Vladyslav Hayvanenko reported four deaths, including two boys aged 11 and 14, and eight injured requiring hospitalization.
Later, the East troop grouping reported deaths and injuries among Ukrainian Armed Forces soldiers in the Russian attack on Dnipropetrovsk Oblast on Nov. 1.
The State Bureau of Investigation announced on Nov. 3 that it had opened a probe into the deaths of soldiers in the Dnipropetrovsk Oblast strike.
