“If today it is possible to consider the creation of new metro lines in directions such as Khirdalan and Masazir, for example, we do not consider it efficient to build new metro stations in the Zabrat area or extend the metro line to those areas. This is not included in our current concept,” said Rahman Hummatov, Deputy Minister of Digital Development and Transport at a roundtable dedicated to the implementation of the “2025–2030 State Program for improving transport infrastructure in Baku and its surrounding areas” for the past year, APA-Economics reports.

He noted that when determining the locations of new stations, the primary consideration is the contribution each station can make, meaning its impact.
“Metro lines to residential areas located relatively far from the city center, such as Yeni Gunashli, Zabrat, Masazir, Saray, and other settlements, will be considered at the next stages. The main purpose of this approach is to reduce the burden on the city center. Now the role of central stations is most often played by the "28 May" and "Sahil" stations. Passengers arriving from other stations mostly come to these two stations. The main reason we are initially building transfer stations is to reduce the transport load on the center and offer passengers alternative stations for entering and leaving the city center, that is, to diversify the network. The ‘Jafar Jabbarli’ station exists as a transfer station for the ‘28 May’ station. By 2030, transfer stations will also be built for the ‘Nizami’, ‘Sahil’, and ‘Khatai’ stations, which will reduce the load on the central stations. At the next stages, the issue of building metro lines to suburban areas will then be brought onto the agenda.”
